Virginia Property Tax Relief for Seniors: What Homeowners Over 65 Need to Know

Virginia property taxes vary by locality, and so do the tax relief programs available to seniors. If you are 65 or older and own your home in Fredericksburg, Stafford, Spotsylvania, or the surrounding counties, there may be significant savings available through your locality's elderly and disabled tax relief program. Here is what you need to know.

How Virginia Property Taxes Work

Virginia has no single statewide property tax rate. Instead, each city and county sets its own real estate tax rate, typically expressed in dollars per $100 of assessed value. Virginia Code Section 58.1-3210 authorizes every locality to offer an exemption or deferral of real estate taxes for owners who are at least 65 years old or permanently and totally disabled, who occupy the property as their sole dwelling. Because the rules, income limits, and deadlines are set locally, the first step is always to check with your city or county Commissioner of the Revenue.

Fredericksburg City

Fredericksburg's real estate tax rate for fiscal year 2026-2027 is $0.84 per $100 of assessed value, plus a small fire tax. The city's Elderly and Disabled Tax Relief program requires applicants to be at least 65 years old by June 30 or rated 100 percent disabled by the Social Security Administration. The home must be owner-occupied as the sole dwelling, and the combined net financial worth of the owner and spouse cannot exceed $300,000, excluding the value of the home. Maximum relief is $3,000 per year, and applications are due annually by May 1.

Stafford County

Stafford County's real estate tax rate for fiscal year 2026 is $0.9236 per $100 of assessed value. Its Tax Relief for Elderly or Permanently Disabled program requires at least one spouse to be 65 or older or permanently and totally disabled. Total household income, including tax-exempt income, cannot exceed $59,000, with an exclusion for the first $10,000 of income earned by each household member other than the owner or spouse. Combined net financial worth of all residents cannot exceed $150,000, excluding the principal residence and one acre. Relief is provided as a percentage of the assessed tax on a sliding income-based scale, so the application is the way to find out exactly what you qualify for.

Spotsylvania County and Surrounding Areas

Spotsylvania County, like all Virginia localities, is authorized to offer exemptions or deferrals for elderly and disabled homeowners under the same state code, with locally set income and net worth thresholds. Because the details change and applications are time-sensitive, the most reliable move is to contact the Spotsylvania County Commissioner of the Revenue directly for the current rates, income limits, and filing deadline. The same applies to King George, Caroline, Orange, Culpeper, and Prince William counties: each has its own program, and each has its own deadline, most often in the spring.

The Homestead Exemption

In addition to senior-specific relief, Virginia's homestead exemption reduces the assessed value of owner-occupied primary residences by approximately $100,000 for eligible homeowners, and it stacks with any senior-specific relief your locality offers. This is another reason to confirm your eligibility with your local Commissioner of the Revenue rather than assuming you do not qualify.

Why This Matters When You Downsize

Property taxes are a major factor in the cost of aging in place versus moving. A smaller home or a condominium in a community with a lower tax rate may reduce your annual tax burden, and if you move to a locality with a generous senior relief program, the savings can be even greater. When you are comparing communities, asking about property tax rates and senior exemptions should be part of your research, along with the price of the home itself. Understanding your full financial picture before you move is the best way to ensure your next home fits your budget for the long term.
