Virginia Retirement Tax Guide: What You Need to Know

By Barbara Jennings · June 28, 2026

Understanding how Virginia taxes retirement income can save you thousands of dollars each year. Here is a plain-English breakdown of the key tax considerations for retirees in the Commonwealth.

Social Security Benefits

Virginia does not tax Social Security benefits. This is one of the most significant advantages of retiring in Virginia compared to states that do tax these benefits. Regardless of how much Social Security income you receive, it is tax-free at the state level in Virginia.

Pensions and Retirement Account Distributions

Pensions, 401(k) distributions, IRA withdrawals, and other retirement income are taxed as ordinary income in Virginia. However, Virginia offers an income tax deduction for qualifying retirement income. Residents aged 65 and older may qualify for an additional deduction. The exact amount varies by year, so consult the Virginia Department of Taxation or a qualified CPA for current figures.

Property Taxes

Property tax rates in Virginia are set by localities, not the state. They vary significantly:

  • Spotsylvania: approximately $0.81 per $100 of assessed value
  • Stafford: approximately $0.91 per $100 of assessed value
  • Fredericksburg: approximately $0.85 per $100 of assessed value
  • Fairfax: approximately $1.15 per $100 of assessed value

Virginia also offers a homestead exemption that reduces the assessed value of your primary residence for property tax purposes. Additionally, there are senior citizen tax relief programs available in many localities for qualifying residents.

Sales Tax

Virginia's state sales tax is 5.3%, with an additional 1% local option in most areas. groceries are taxed at a reduced rate of 1% (with an additional 1% local option). Prescription medications are exempt from sales tax.

Capital Gains on Home Sales

When you sell your primary residence, you can exclude up to $250,000 of capital gains (single) or $500,000 (married filing jointly) from federal and state taxes, provided you have owned and lived in the home for at least two of the past five years. This is one of the most powerful tax advantages for downsizers.

Estate and Inheritance Taxes

Virginia does not impose a state estate tax or inheritance tax. The federal estate tax exemption is currently substantial, but this can change with new legislation. If your estate is significant, consult with an estate planning attorney.
